　　中国正在努力改进髙死亡率行业的安全标准，并承诺到2015年底至少关闭2000座小煤窑(coal mine)。关闭的对象将是那些未能遵守安全规章、年产量不足9万吨，以及那些依托不合格的煤矿资源建立、容易发生事故的小煤窑。同时，中国将不再批准年产能低于30万吨的新煤窑。据官方统计，2013年，共1384人死于煤矿事故，且每年发生的事故中有三分之二都发生在小煤窑。
